Ocjenjivanje učinkovitosti poslovanja odjela OB Zadar DEA metodom

Sažetak

Rad analizira učinkovitost bolničkih odjela Opće bolnice Zadar metodom analize omeđenih podataka (DEA). Fokus je na optimizaciji ulaznih i izlaznih aktivnosti tih odjela kako bi se unaprijedila njihova operativna učinkovitost. Metodologija obuhvaća konstrukciju linearne granične funkcije na temelju prikupljenih podataka o ulazima i izlazima odjela. Ulazni parametri analize su broj bolničkih kreveta (P) i broj zaposlenih liječnika (L), a izlazni broj otpuštenih bolesnika (BOB) i broj obavljenih pregleda (BOP). Analiza učinkovitosti bolnica provedena je CCR modelom koji pokazuje koliko bi odjeli mogli smanjiti svoje ulaze uz istu razinu izlaza, odnosno povećati svoje izlaze uz istu razinu ulaza. Analizom omeđenih podataka izmjerena je relativna učinkovitosti odjela u odnosu na njihovu konkurenciju te su identificirani specifični čimbenici koji objašnjavaju njihovu učinkovitost. Rezultati pokazuju značajnu varijabilnost u učinkovitosti različitih odjela, što upućuje na mogućnosti za poboljšanje. Ključni nalazi govore o potrebi za kontinuiranom evaluacijom i unaprjeđenjem operativne učinkovitosti odjela, uz implementaciju ciljanih programa obuke i tehnoloških investicija. Za postizanje optimalne učinkovitosti predlažu se i specifične strategije poput konsolidacije, specijalizacije i boljeg upravljanja resursima. Ovaj rad pruža empirijski utemeljene smjernice za donošenje odluka i optimizaciju resursa, pridonoseći poboljšanju operativne učinkovitosti bolnica. Analiza provedena u ovom radu može poslužiti kao model za slične studije u drugim zdravstvenim ustanovama radi unaprjeđenja njihove učinkovitosti i kvalitete pruženih usluga.
