Kvaternik‘s public-law thought in the parlament in 1861.

Abstract

After the war in 1859. Hapsburg‘s monarchy was in deep crisis because of its acute national problems which were resolved by the split of two regimes in 1867. In the meantime there were diffferent suggestions for the restructuring of the Monarchy. October diploma from 1860. gave reasons for the presupposition that the Vienna ruling class was willing to discuss a possible federalistic state system although it was evident from the beginning that the administrative indepedent rule was limited to mainly education and culture. February declaration (patent) from 1861. indicated that this will not be allowed in the Austrian part. Kvatemik tried in the parlament in 1861. to make people representatives take a stand on the independence of Croatia and suggested that the parlament claimed its independence. He offered to the “Croatian king” in Vienna a proposal of definite and limited common duties for all in the Monarchy. In this respect he created a kind of system with Hungary for the common defense against the centralistic and germanazing pretentions of Vienna. Most of the representatives judged Kvaternik's suggestion as unreal.
