Envisioning the development of the Croatian Board for Schools

Abstract

The Croatian Board for Schools has to retain and develop its basic advise-giving function for the advancement of the school system. Otherwise the board would be taking upon itself surveillance and education inspecting chores which cannot be allowed within the process of democratizing education. The necessary precondition for this is that new employees are engaged alongside the policy of decentralizing regional departments which up to now have been unjustifiably minimized. The board must not be (only) a transmission of the educational policy of the Ministry of Education and Sports. In the future it would have to be a wholly independent institution but today efforts must be made to enable it to independently elaborate programmatic aims and wholly autonomously define projects of significance for the advancement of the educational policy of Croatian society.
